Dear Mr. President:
As a follow-up to our conversation of Monday, September 14, 2009, I have given long and deliberate consideration to your concerns regarding recent national security issues which cannot be addressed by existing intelligence resources or with current counter-terrorism techniques.
Given the sensitivity of the situations discussed, it is my opinion that we limit investigations into these matters to one or two specific field agents from this office who I will handpick for their unique character and abilities. Further, I request that even the agent(s) involved not be given specific knowledge of the true nature of the missions. I will provide him or her with information as I deem it necessary for the successful completion of our objectives. In return for allowing me full discretion in the execution of these missions, I will take full responsibility for any adverse outcome and take all steps to mitigate any fallout to your office.
In our conversation, you expressed a need for expediency. To that end, I have already chosen one agent for our needs. Although Angela Bayard has only recently completed her training, I believe her Navy record shows characteristics which will make her extremely useful under the most hazardous of circumstances. Moreover, I detect in her certain intangibles necessary for facing these unusual challenges.
